EU Commission’s (short sighted) Definition of Web 3.0

An interesting article for all those who are interested in technology discourse. In a recent VNU.net post the EU Commission made a statement about their understanding of Web 3.0:

While Web 2.0 described the trend towards online collaborative working, including the evolution of social networking sites, wikis and blogs, Web 3.0 will rely on high-performance broadband infrastructure.

According to Viviane Reding, Commissioner for Information Society and Media, Web 3.0

means seamless, anytime, anywhere business, entertainment and social networking over fast reliable and secure networks. [...] It means the end of the divide between mobile and fixed lines. We must make sure that Web 3.0 is made and used in EuropeEurope is, by convention, one of the world's seven continents. Comprising the westernmost peninsula of Eurasia, Europe is generally divided from Asia to its east by the water divide of the Ural Mountains, the Ural River, the Caspian Sea, the Caucasus Mountains, and the Black Sea to the ....

This sounds to me like selling old wine in new bottles, revitalising the Commission’s infrastructure policies. And altough broadband is a crucial factor in the evolution of the web, the Commission totally misses the point about the semantics-related innovation paths rolling out in a Web 3.0-scenario.

From Wikipedia, the free encyclopedia: Prof. (FH) Dr. Tassilo Pellegrini (born 1974) studied International Trade, Communication Science and Political Science at the University of Salzburg and University of Málaga. Since end of 2007 he is running the New Media Division at the University of Applied Sciences in St. Pölten. He obtained his master degree in 1999 from the University of Salzburg on the topic of telecommunications policy in the European Union, which was followed by a PhD in 2010 on the topic of bounded policy-learning in the European Union with a focus on intellectual property policies. His current research encompasses economic effects of internet regulation with respect to market structure and basic civil rights. He is member of the International Network for Information Ethics (INIE), the African Network of Information Ethics (ANIE) and the Deutsche Gesellschaft für Publizistik und Kommunikationswissenschaft (DGPUK). Beside his specialisation in policy research and media economics Tassilo Pellegrini has worked on semantic technologies and the Semantic Web. He is co-founder and Head of Division Research and Development of the Semantic Web Company in Vienna, co-editor of the first German textbook on Semantic Web and Conference Chair of the annual I-SEMANTICS conference series founded in 2005.
